Menlo Engineering Associates (MEA) prepared the site design, roadway improvement plans, and specifications for the construction of 1.2 million square feet of warehouse and office space located prominently at Exit 12 of the New Jersey Turnpike. The 113-acre parcel was located within a Redevelopment Area and contained three municipal solid-waste landfills that were leaching contaminates into the groundwater, surrounding wetlands and the Rahway River. MEA created a stormwater design to handle the runoff produced by capping the landfills, while meeting the necessary water quality measures prior to discharging the runoff to the Rahway River.

Reconfiguring the surrounding road network to provide easy truck access to the Turnpike for linkage to one of the nation’s busiest ports was a critical project objective. MEA worked closely with the Turnpike Authority’s engineering department coordinating both current and future roadway improvements. These improvements required not only the Turnpike Authority but included design review and approval from Conrail for a relocated rail crossing.

MEA’s design work provided for additional offsite improvements including a sanitary sewer force main and a pump station to handle the anticipated flows from the offices. These improvements conveyed the leachate collected onsite as part of the environmental remediation process.

The NJDEP through its Land Use Regulation Program required the applicant to address the site’s degraded waterfront as a portion of the overall development. The project required offsite wetland construction to mitigate onsite loss and the realignment of two adjacent creeks. In addition, the project’s waterfront development program includes a waterfront pedestrian way, seating areas, and habitat restoration zones.
